多年来随着科学技术的不断发展，防水工法也有了很大改进，诸如为了减少卷材起鼓与开裂，可采用空铺法、条(点)粘法、热熔法、冷粘法等措施。但应指出，上述工法与措施均有一定的局限性，而要使防水工程做到滴水不漏，仍应全面遵守有关施工条件的要求。
事实上，防水材料与基层粘贴(黏结)好坏，是决定防水工程质量的重要因素。大量工程实践证明，如防水施工的三大先决条件完全做到．则使用防水材料档次虽低一些，亦可尽其发挥所具备的性能，而获得较好的防水效果。如先决条件未能满足至适当程度，虽使用高档的防水材料，亦不能达到应有的功效。
更进一步说，由于防水材料与基层表面不能粘贴或黏结完好，此时附着于表面的卷材或涂膜，一旦被雨水浸入，即可由混凝土基层的裂缝或空隙(缝隙)等处进入室内，为此而造成渗漏的实例亦不胜枚举。
