根据国家质检总局《进出口饲料和饲料添加剂检验检疫监督管理办法》规定，国家质检总局按照饲料产品种类分别制定进口饲料的检验检疫要求。对首次向中国出口饲料的国家或者地区进行风险分析，对曾经或者正在向中国出口饲料的国家或者地区进行回顾性审查，重点审查其饲料安全监管体系。根据风险分析或者回顾性审查结果，制定调整并公布允许进口饲料的国家或者地区名单和饲料产品种类。
According to “Measures for Inspection,Quarantine,Supervision and Administration of Imported and Exported Feed and Feed Additives”,China’s AQSIQ enact the inspection and quarantine requirement of the imported feeds in terms of the feeds type. Do some risk analysis on the exported country or region to China for the first time, and make the retrospective review on the one who has exported or is exporting to China,focusing on the feeds security supervision system. According to the result of risk analysis or retrospective review,C hina’s list and type of permitted import sources of feeds shall be adjusted and published.
对于未列入名录的产品，需要按照《中华人民共和国国家质量监督检验检疫总局关于国外农产品首次输华检验检疫准入程序》申请，并取得许可后才可以进口。
The products not in the list shall propose the application according to China’s AQSIQ “Quarantine Access Procedures for Agricultural Products to be imported to China for the first time”, after getting permission can be imported.
境外生产企业应当符合输出国家或者地区法律法规和标准的相关要求，并达到与中国有关法律法规和标准的等效要求，经输出国家或者地区主管部门审查合格后向国家质检总局。
Overseas company shall confirm to laws and regulations of exported country or region, as well as China’s relative laws and standards. After reviewing to be qualified by the competent department of exported country or region, the company can be recommended to China’s AQSIQ.
