大清在中国历史上有着令人骄傲和耻辱的经历，清朝光绪中期，各省的制币局几乎是独立的，铸币的重量和成色差别很大，有官员提议"欲收利权，欲兴商务，非自铸金钱不可"。于是朝廷规定以"元"为单位，废除银两制，由中央统一规定铸币成色，由户部委托天津造币厂试铸"大清金银币"主要版别分长须、短须、曲须、大尾、反龙等七个版别。其中大清金币与袁世凯有关，当时天津造币厂属于他的管辖范围，又逢年底，为了向慈禧献媚，特命造币厂铸"大清金币"千枚，进呈慈禧，以备西太后年关其间馈赠封赏之需，两年共铸两千枚，因我国藏金有限，未大批铸造。而库平七钱二分，含纯银量为六钱四分八厘，成色百分之九十的"大清银币"确大量流通，民国初年，军阀混战，币制未定，"大清银币"继续流通，直至民国三年1914年，袁大头制出为止。
