自2018年4月16日（出运日或提单日）起，科特迪瓦共和国开始实施产品符合性评定服务 VoC （Inspection and Verification of Conformity Program）。
后因政府延期至2018年7月1日强制实施 即是：科特迪瓦清关证书要强制实施了，
科特迪瓦COC认证通常也会称为VOC认证或者PVOC认证，其实都是产品符合性认证，和COC是同一份证书，只是叫法不同。 据了解，此次科特迪瓦新法规规定的管控产品范围非常广，几乎涵盖所有进口的常规商品；
暂仅有下列几项产品为非管控： ·Gold and other precious metals ·Precious stones ·Explosives, weapons, ammunition and other war material intended for thenational armed forces and to the police force ·Live animals ·Fresh Fish, vegetables and fruit ·Plants and floricultural products ·Impressed and developed cinematographic films ·Newspapers and periodicals, stamps items or tax, stamp paper, banknotes,check books, passports ·Personal effects and used household objects ·Used cars ·Postal Parcels ·Raw or partially refined oil ·Commercial samples ·Supplies to the diplomatic and consular missions or internationalorganizations, imported for their own needs/use ·Imported goods and equipment for oil and mining operations ·Imports related to free regimes ·Raw products and traditional handicraft of community origin
科特迪瓦管控的产品范围会实时更新 从国际贸易的角度来说，符合性认证可视为非洲合理的贸易技术壁垒。在非洲，符合性认证由政府制定，对应各国的标准局。进口到当地的产品，都要首先满足符合性认证下的产品质量标准和国家规范。中国贸易商将产品出口到有符合性认证要求的非洲国家，在发货前，一定要通过有资质的第三方检测认证机构获得当地认可的符合性认证证书。之后，凭借这张证书在出口目的地进行清关
