尼日利亚SONCAP实施多年后，按通知将在2013年4月1日起实施新的SONCAP政策，和以往的SONCAP相比，变动很大。出口商每次出货不再申请SONCAP, 改为申请COC. 出口商拿到COC后提供给进口商申请SC. SC由进口商在当地SONCAP机构直接申请。此外，根据产品的风险类别要求现场抽样测试、验货和监装。
