可行性研究报告一般都是向和提交的，并且需要相关的工程资质，工程资质分为甲乙丙三个等级，甲级权威。工程资质是有行业划分的，像农业、轻工、化工、建筑等都是常见的行业，资质资源也比较多，价格相对便宜。但是有些行业的资质比较难找，比如说新能源（充电桩、光伏发电等）、石油化工、市政天然气等行业备案的资质资源比较少，这样的行业资质就比较贵点。资质价格的高低不仅跟行业有关，还跟资质级别有关，比如市政天然气的丙级资质和其他行业的资质价格差不多，但是甲级资质和其他行业的相比就比较贵点，主要原因还是稀缺性。所以项目的可行性研究报告和资质报价一定要根据项目的具体情况而定，不能一刀切。
