地方粮票中，最早出现的水印粮票是1966年版四川省购粮券。这套粮票共四枚，面额分别为30斤/50斤/100斤和500斤。除30斤外，其余3枚均有不同图案的水印。这是地方粮票在上世纪60年代所出现的唯一一套水印粮票。

除了全套粮票的不同面额均为水印粮票外，还有许多地方粮票，只有部分带水印图案。这部分水印粮票，要么是整套粮票中的部分面额为水印粮票，要么是某种面额里部分粮票为水印粮票。例如全国粮票65年版（小套5枚），均是水印票，但其中未发行的2两还有无水印的，故大套为6枚；全国粮票66年版（小套4枚），其中3斤分有水印和无水印2种版别，5斤有3种，有水印的还分2种和无水印1种，大套为7枚；全国粮票78年版未发行票（全套5枚）均有水印；全国粮票82年版未发行票（全套2枚）均有水印；黑龙江1978年版粮票（全套5枚）中，只有3斤票面为水印粮票；辽宁80年版粮票（小套6枚）均有水印，还发现其中的2两、1斤、2斤还有无水印的，而1两、5斤、10斤是否有无水印票尚待考证，因此大套暂为9枚；湖南1974年版粮票（小全套6枚）中，只有一两、二两和五两为水印粮票，而（大全套9枚）中一两、二两和五两除了有带水印外，还有不带水印的，所以有2种版别；湖南1978年版粮票（全套4枚）中，只有10斤为水印粮票；吉林1975年版粮票（小套8枚）中，其中3斤、5斤、10斤分有水印和无水印2种版别，大套为11枚；浙江1976年版粮票（小套7枚）中，其中5斤分有水印和无水印2个版别，大套为8枚。这些水印粮票的水印图案有五星、火炬、麦穗等多种。
