新化妆产品服务: 化妆产品通报(CPNP，Cosmetic Products Notification Portal)
欧盟在2009年11月30日发布, 由2013年7月11日起, 欧盟化妆品法规（EC）No 1223/2009取替化妆品指令76/768/EEC。
所有化妆品法规均适用于欧洲市场上的化妆产品。化妆产品应通过化妆产品通报（CPNP）, 以确保产品的安全性，并加强市场监控。

Cosmetic Products Notification Portal (CPNP) is a online notification system created for the implementation of Regulation (EC) No 1223/2009 on cosmetic products. When a product has been notified in the CPNP there is no need for any further notification at national level in the European unio.
Regulation (EC) No 1223/2009 (Article 13) requires that the responsible persons and, under certain circumstances, the distributors of cosmetic products submit through the CPNP some i n f ormation about the products they place or make available on the European market.
提示：申请CPNP注册需要提交CPSR化妆品安全报告，请各企业提前办理CPSR及相关检测报告，以免耽误注册时间及出货。
1.由2013年7月11日开始, 化妆产品均需强制通过CPNP通报
2.此规定亦适用于在化妆品指令76/768/EEC下于单一会员国被通报过的产品
3.成功通报并不等同于有关产品可满足所有其他（EC）No 1223/2009法规的要求
4.产品应由负责人并在特定情况下由有关分销商通报
5.该负责人或分销商需及时提供所需的更新资料
6.负责人可将产品通报委派给其他相关单位, 例如其制造商, 顾问或认可检测机构
7.需要注册才能进行CPNP通报
